A contribution from the Ministry of Education, Research and Technology and from the State Secretariat for women’s rights and vocational training, 2nd International Congress on Technical and Vocational Education (TVE), Seoul 26-30 April 1999.
Target: The main objective of the Congress was to convince governments, donor agencies, industries and all stakeholders of the importance of technical and vocational education for development.
The Congress was organised to gather all NGO’s and social partners of TVE to exchange experience and suggest how policy and practice may be renovated in order to render this sector of education more relevant to the employment and social demands of the future.
For the two french Ministry (Education and Labour) the goals were to present the framework of the Reform of vocational training in France in 1999, to have different points of view from other countries and NGO’s about the different proposals of our contribution to VET developpement, to compare best practices and to develop an international partnership on theses matters.
Audience: A total number of 720 participants and observers including 39 Ministers or Vice-Ministers from 130 countries (126 UNESCO Member States and 4 non-Member States), 3 UN agencies and 29 inter-governmental and nongovernmental organisations attended to this international event.
In parallel to the work of the Congress, seven Round-Tables were organised by UNESCO’s institutions and partner agencies. An International NGO Forum was also held under the theme “Strengthening NGO’s role in developing technical and vocational education and international co-operation between NGOs”.
Achievement
For UNESCO and participants:
Definition of an action plan for the development of the field of TVET during the next ten years and UNESCO’s future strategy and activities in TVET.
For the two french ministry:
Presentation of the french Reform at this date (1999) to the VET partners and confirmation of proposals and working axis.
Participation to the parallel works (roud-table, NGO forum) and contribution in the development of partership between formal and non-formal education.
Benchmarking of best practices and different points of view.
Difficulties met
Reforms were launched but had to face the usual administrative resistance and political changes
Mid-term impact
Development of a specific national animation at the local level (regional) and for the public adult training network (Gretas: Groupement d’Etablissement) on themes enclosed in the Contribution and the conclusion of Seoul. Presentation of the results of our benchmarking.
Development of training programs with the support of European Social Fund at national and local levels (Validation des Acquis Professionnels, Dispositifs relais, Mission Générale d’Insertion, Individualisation des Parcours de formation, Enseignement Professionnel Intégré).
